Ability to Edit New Starter Form Without Redoing the Offer Card

We want the EE to be able to go back in to the new starter form to update their information, as well as provide the Super User to edit the form

What business value are you trying to achieve?

We want the ability to edit the new starter form after it's been submitted by the new hire. Typically there's an incorrect DOB or transposed numbers on the SSN.
