Remove the ability to mark performance objectives as complete in a review

If you can mark something as complete, perhaps you should also have an indicator to capture % complete on an ongoing basis. You should be able to track progress and quality of performance. Or just quality of performance.

What is the business process you are trying to achieve?

The performance module is designed to measure performance based on a rating, not % complete. Once you mark an objective as completed (i.e. in a monitor and review phase), you then have no ability to rate the objective unless objectives are set as editable during an assessment step (which ideally they shouldn't be). What purpose does the completed status serve? At a minimum, you should be able to mark an objective as complete and be able to rate it.
