Remove withdraw button for applicants in 'incomplete' status when non-reportable recruitment steps are prevented from withdrawing

The system allows you to prevent applicants in select recruitment steps from withdrawing their application. We do not want applicants with incomplete submissions to withdraw, we would rather have incomplete submissions be purged automatically. Using the aforementioned setting, we prevented applicants from withdrawing incomplete submissions, however, the system still displays the withdraw button to these applicants. They can click on the button and nothing happens. Please remove the withdraw button if the recruitment step of the associated application status is prevented from withdrawing.
