Separate permission to add talent pools and access CRM Dashboard

We would like to manage the permission to add talent pools (when using the "Bulk assign to talent pool" option) and access to the CRM Dashboard separately. Currently, this access seems to be combined under the permission "Customer Relationship Management (CRM)." While we want to limit who has access to add talent pools, we do not want to remove access to the CRM Dashboard that allows users to see the talent pools they have access to and are working on. These two should be separate as one should not drive the other, and should be dependent on the other.

What business value are you trying to achieve?

The ability to add talent pools ad-hoc results in there being no oversight of the talent pool values before they are created, which makes it difficult to determine what CSU campus owns a particular talent pool if configuration guidelines are not followed. We recently completed a data clean up where we reduced the number of talent pools from 116 to 19. We want to be able to better manage the access to add talent pools, without removing access for users to see the CRM Dashboard.
