Referral

When a job is being referred, the link in the email should be for the website the referral was created from not based on whether the recipient is internal or external.

What business value are you trying to achieve?

Ensuring the recipient of the referral can access the link.

Example: job posted to external only. Referred to internal employee. The internal employee receives the email, but the link does not work. Advised by support that the current config is:

Referral to a current employee = Link generated will be for the internal site
Referral to an external person = Link generated will be for the external site

It doesn't matter which site you are on when the "refer a friend" link is clicked the destination is always defined based on the value selected above.

Another consideration is when our internal employees are sent an external careers site link but it automatically directs them to our internal careers site, which requires them to use the Single Sign On and if/when our employees are overseas then they can not use their devices/single sign on as per policy. Therefore they need access to the external careers site link.
