Improve Functionality of Board and List View to minimize scrolling

Please consider moving the 'APPLY' button to the TOP of the sort and filter panel to minimize the need to continuously have to scroll to the bottom of the panel to see your filtered candidates on the progress board while working in the list and board view on the Applicant Progress Board.
