Job and Offer Decline messages

Currently the Job or Offer decline messages only go to the originator

We need it to go to all people who have previously approved the job or offer.

Job or Offer approval processes - if Cancelled - do go to all previous approvers

treating Declines the same way would make the platform more consistent

What business value are you trying to achieve?

ensure previous approvers are aware a job or offer has been declined
