Contract renewal reminder

Provide a mechanism for a message to be sent to a nominated person in advance of the contract expiring. This would allow the manager to decide if they want to renew the contract and provide them enough time to manage this

      perhaps shown on the New Starter portion of the dashboard. a "contracts expiring" section
