Allow for editing of the system template information in communication templates

There is a blue box when editing communication templates that indicates what triggers the communication to send. The Learning declined (to employee) template indicates that this is only sent when a manager declines a learning object. This is misleading, it will send any time an approver for an activity that requires approval declines an activity-not just if the approver happens to be their manager and the manager declines.

What business value are you trying to achieve?

Make this field editable by the CSM or someone else on the back end so all description can be updated to a more accurate description if needed.
