Make learning owner and 'owner' in shared header different language items

The new share header across positions descriptions and requisitions lists the job 'owner' which we call 'hiring manager'. We changed this to 'hiring manager' so users would know that it meant and it changed learning owner in the course edit screen to 'hiring manager' so now the learning users are confused.

    Hi all, there are now separate language items for job_owner and owner for learning activities so they may now be updated to reflect Hiring Manager in the shared header.
