Ability to close a declined job within the job card

Add a section to close a job in the job card once when the job has been declined by the approver.

What business value are you trying to achieve?

Ability to close the job in the job card. At the moment you can only do this by viewing the job in the listed job tab and using the icons on the right hand side.

    Not Approved and Submitted for approval are the two job statuses that do not allow access to the close/cancel job link from within the job card. it is available on all other statues and it not being present makes it harder for the User to Cancel the job.

    yes -allow the job to be moved to a specific status e.g. Cancelled
