Employee view access of goals at all stages

During stages owned by the supervisor the employee doesn't have access to view their goals for the current evaluation period. We removed view access to this step because with this access the employee can move the process forward and bypassing the supervisor.

What business value are you trying to achieve?

The employee needs to be able to access their goals at all stages, however, they should not be able to move the process forward at stages not owned by them. The system should allow the employee to review the goals with not access to other areas of the review, especially during the supervisor's step of preparing the year end evaluation.
