Partial referee reports are saved if user steps away from machine.

What business value are you trying to achieve?

Recent first time referee being careful to read and follow all instructions and accurately complete reference was called away on a phone call when the system timed out. When she logged back in all the data she had already was lost. She may have missed a prompt however she had to re-enter all the information.
