User management - Bulk remove permissions or reset permissions to lowest role

When managing users, we need to sometimes remove a permission for a large number of users. Sometimes it makes more sense to set the users to only an employee level permission and maintain their active login setting. There is no way to bulk remove or clear permissions.

I realize that if this was implemented, there may also need to be an add permission step that would be mandatory. Essentially, the goal is for the users to stay active while adjusting permissions to the exact role(s) defined by the administrator.

Either that, or a reset permission setting would clear the permissions and set the users to the lowest access level so they can still be searched and added to panels, but they are cleared of their ability to access job information.
