It enables the employee to have a comprehensive work plan for the year, including their modes of working, to be referenced/captured in one document.

What is the business process you are trying to achieve?

Employees or the manager can add an attachment to their Performance and Development Plan at during the planning/goal setting stage that is not relevant to any performance items/goals. For instance, a flexible work agreement.
