Add function to edit goals and ratings in evaluations

Add a function for supervisors to edit both ratings and/or goals in performance evaluations after initial goals have been typed or copied over from previous review. Currently, supervisors can only edit ratings but not goals in evaluations. Goals may change throughout the year, especially after discussion with a one up manager, etc. There is a large workaround that will affect the entire review process, not just one specific supervisor who requested to make edits to goals. Supervisors should be able to go back and change the employee's goals as updates occur.
