What business value are you trying to achieve?
We have found that the duplicate flag only applies to agency submitted applicants when:
1. Your duplication check is set to email only
2. It is mandatory for the agency to enter the applicant email in the agency portal
3. If the applicant applies first and the agency submits the applicant after.
As a duplicate is a duplicate regardless of how the applicant applied/was submitted and regardless of which order the applications were submitted in, it makes sense to also apply the duplicate flag even if the agency submits an applicant first then the applicant applies directly and vice versa. Essentially, the criteria for flagging an applicant should remain the same across all applicants, and should just apply a check across the following fields:
1. Applicant Email
2. Applicant Name
3. Applicant Contact Number
4. Applicant Address

There are several issues with the agency portal, primarily with duplicates as there is an issue with agencies inability to search/identify candidates that have either been previously submitted by another agency or are organic applicants. This causes a MAJOR issue with candidate ownership, we will discontinue using this if you all are not able to support this change. Agency portal needs function to support recognizing names of all existing applicants where they are prompted to verify address and phone to ensure candidate has not been submitted or applied prior. Similarly, the agency profile makes it challenging to move candidates through the hire process as there is not two places for email addresses to go. There should be a way for agencies to add email of candidate and their email address without having to change this based on the need for communication. This is a lot of work and is not customer need driven. Lastly, the agency portal also has no functionality to communicate with both the agency and candidate pre and post offer which cause concern for candidates as well.
