To allow users to edit the performance review item status and item target when in rate mode so they don't have to switch to edit mode.

What is the business process you are trying to achieve?

We want to be able to turn off edit mode on rated performance review steps to ensure people can only add items, change the status or date but not edit the actual item when they're just supposed to rate them.
