Restrict a user's ability to remove attachments uploaded to performance review items (with the exception of super users)

It would be helpful as it would help ensure records are unable to be removed by either party so we have a complete record of what was approved while still maintaining super user access to be able to delete documents that were uploaded by mistake or where there are concerns about the contents of the document being confidential.

What is the business process you are trying to achieve?

Remove the risk of employees or their managers removing attachments which may be important for audits or investigations.
