Ensure that only read-only versions of offer documents are available to users

What business value are you trying to achieve?
During the offer process, a Hiring Manager will fill out the offer card and then merge documents to create a contract. This contract is currently saved in Word format in the applicant history section.
Currently a Hiring Manager or Admin can choose to view this created document from the Applicant History section as a PDF or Word Document.
For auditing purposes, we would prefer this document to only be available in PDF format once the merge has been completed so that the document cannot be easily edited.

I would add that it would be helpful for us if there is an option when we can make an offer letter read only, but including on contractor offers. Once an applicant accepts an offer, the offer should be read only. There is a setting that allows for this, but since this is on the contractor offer for us, the department is then unable to ADD a new offer letter to the new contractor appointment. Offer letters should be read only after offer acceptance (and unable to delete), but with the ability to ADD offer letters.
