Add a box for panel chair commentary that is only visible to the Panel Chair as per the rankings so that this can be added to the Panel Report and not added manually after.

What business value are you trying to achieve?

The Panel report that we generate requires the panel chair to add their overall commentary as well as their rankings and comments on each applicant.
