Permission setting for options under Actions on applicant card

Additional permission setting that controls what options they have under Actions menu on the applicant card that can be set differently to the options they have set to the more options "..." button on the application.

What is the business process you are trying to achieve?

Prevent some user groups (Hiring Managers) from uploading a document via Actions while still allowing them to upload via the "..." button on the application.

HMs are only able to see docs that relate to jobs they have access to, not all docs for hat applicant, which means currently they are able to upload docs that they then cannot view.
