What business value are you trying to achieve?
We'd like to be able to toggle between permission groups. For example, a user has access to multiple job cards, but shouldn't necessarily have hiring manager permissions to all of them (i.e. search committee member access on one job card). However, due to the way permission groups are set up, the highest access of permission trumps them all, thus giving access to fields on job cards that they don't need.
