Dahsboard counts to exclude incomplete applications

What business value are you trying to achieve?
The number of applicants per job calculated on the dashboards and open job lists should ONLY include completed applications. It should NOT include incomplete applications.

      Panel review has been updated to exclude incomplete applications.
      In regards to the dashboard, This community idea has been identified as being the same as an existing idea. Please follow the idea PUB-I-190
      for future progress.

      Also, the number displayed in the Panel Review should exclude incomplete applications
