Make "help language" under all sections in Status Change windows configurable

Allow the language to be configurable for each company/institution so they can reference language/terminology that they use if it does not match the language that PageUP is currently using.

What is the business process you are trying to achieve?

In the status change window where it indicates "Turndown Reason," "Withdrawn Reason," "Offer Declined," etc, if we could update the help language it would be beneficial so we can reference the language that we use. We don't refer to the options in the dropdowns as "reasons," we call them "disposition codes" so that is what our search committees may be looking for and will not see when making status changes.
