What is the business process you are trying to achieve?
The application form is not easy on the eye for the Hiring Manager/Panel Members. The applicant has a wonderful view - lots of white space and each page/section is separated, the flow is great. Not so good for the Hiring Manger/Panel Member's, and we've had a number of Hiring Managers complain - it hasn't been good for the change management process. Something to consider

Regarding the comment about the cover letter, there is a cover letter quick link on Applicant Progress Board
We have had complaints as well. And make the cover letter easier to get to and not have to scroll to the Upload Document section of the application.
Make the cover letter a quick link next to an applicant's name like the resume.
