Add a configurable toggle in System Settings that if turned on would require the user archiving a review to input the reason, and it be a reportable field.

When a Performance Review needs to be archived due to a business reason, we would like to input that reason against the archive action to allow follow on performance reports to allow filtering out employee reviews that have been correctly been archived |
