Put a Test email button on the Personal details page
When the applicant is creating an account OR updating email address field - provide a test email account button. along with screen popup of "did you receive the test email"?
provide spam guidance on that popup to further reduce risk of PageUp emails being blocked as spam e.g. add to favourites

Reduce incidence of applicants using a bad email address reduce replacement emails & merging of accounts |
pity - it is one of my pet peeves with applicants using bad email addresses
