Making the Notes section mandatory to fill in when changing statuses - preferably configurable to only certain statuses ie. Offer Declined or Withdrawn

What business value are you trying to achieve?

Capturing detailed information/free text when a recruiter changes an application to Withdrawn or Offer Declined

    yes - especially for things an applicant normally does. e.g. Interview declined - normally done by the applicant but if done by the manager there is no mandated text about why the manager manually updated this particular status
