John - the problem is you are fixed in number of referees based on that system setting
you can't elect to just use 1 or two referees if system is set to three
Ideally that referee plug in could be dropped in as many times as is relevant to the recruitment process.
e.g. use 1 referee in initial application form
applicant progresses - follow up additional information form with the extra referees

Did you know that you may set up your recruitment process to achieve the same outcome (with that level of flexibility) by using additional forms:
1. The applicant referee question type must first be used to create an additional form. You can configure it to show just one referee question and then allow the candidate to add more.
NOTE: You need to configure the maximum referee possible across all jobs in the applicant referee question.
2. Then, create a status that will prompt an applicant to provide their references. In this instance, I created Reference required status.
3. Then, while still in that status, set up application communications. Keep an editable section where the recruiter can update with the required number of referees (to allow flexibility). Use the screenshot below as an illustration.
4. Then, still in that status, link the reference request form and assign a form complete next status then Save. Use the screenshot below as an illustration.
So this is how it's going to operate:
1. Recruiter moves the candidate to the reference request status and sends the application communications with the required number of references.
2. Candidate receives the communications, logs into the applicant portal and completes the form.

Yes - Application form flexibility - the ability to drop in either the standard referee setting for the client (ours is set to 3) or drop in singles to reach number required. e.g. 2 singles or 1 group of three plus a single to make it 4
