What business value are you trying to achieve?
Prevent the ability to submit multiple contractor offers for the same person at the same time since the system only supplies the top offer to the candidate.

    We have issues where users are submitting multiple contractor offers for the same person as the same time. This is problematic because 1.) we have to try to identify when this happens and 2.) we have to re-submit the bottom offer(s).
