Limiting the 'Manage Events' access

Limit the access of the 'Manage Events' tile so that HM's and users can only see events they've created or jobs that they are involved in - ie Panel members and admins also could have access to their job's events. But so that other users can't view when and where interviews are being held for jobs that they are not involved in
