Teams are assigned at the user level, and 'control what data this user has access to. Team access allows a user to see jobs owned by recruiters outside of their primary team'. However, this permission is not applied to the quick search bar, which allows a team member with access to search for all applicants and jobs across all teams, regardless of whether they have been assigned access to those teams or not. The idea is to add team restrictions to the quick search so users can only search for applicants and jobs within the teams they have access to.
