Learning - Additional levels of learning activities

What is the business process you are trying to achieve?
Ideally to suit our Competency framework we need three (or more)levels of learning activities. Example: Learning Activity 1 (Competency) will only be achieved when 3 separate Learning Activities (Capabilities) have been completed. To complete each of these 'capabilities' 5 separate learning activities (tasks) need to be completed.
