Ability to turn off APB Guided Tour

Add an option in Settings to toggle off the Guided Tour for the APB. This is similar to what is offered for the Next Gen Job Card Recruitment Brief Tour.

What is the business process you are trying to achieve?

We have our own Hiring Manager guides for the Applicant Progress Board. The Guided Tour highlights areas that we are not using. The guided tour is not helpful for our business processes.

    A different option might be to allow a superuser to customize the guided help language to better explain what the user is able to do. Currently, the APB is displaying items in the filters and Table Settings that we are not using i.e. assessments, engagement scores, interview guides, applicant notes and flags. The help text in the guided tour makes it seem like they can view things they really can't.
