Viewing Step Completions

Empower superusers to be able to view step completion time and date for each step in the evaluation process instead of having to depend on PageUp pulling the information behind the scene via DB query.

Allow calendars to be grayed out for things like "Date forecast to start in Workforce Plan:*"

Ensure the requisition raisers leave a reasonable amount of time for a role to be filled, by allowing the calendar to be grayed out for a certain # of days from time req is raised

Should not be counting incomplete applications toward the total number of applications

Technically we should not be counting incomplete and not submitted applications towards the total # of applications submitted because why? simple, they have not been completed and not submitted.
